Admissions to Masters in Germany can either be restricted (a fixed number of students are admitted) or unrestricted. There are more MS-restricted programs in comparison with unrestricted ones. Merely fulfilling the admission requirements does not guarantee admissions to the restricted program. The time of application plays an important role in deciding whether you will be offered admission or not to these programs.
